To provide, one Nation one software for registration of documents & properties and to 'empower citizens' the Software Development Unit of NIC Pune on the initiative of Department of Land Resources, GOI, developed and field-tested a National Generic Document Registration System (NGDRS) under the broad aegis of Digital India Land Records Modernisation Programme (DILRMP).
The NGDRS is much accredited and successful software in India and has been launched/under implementation in 10 states/Union Territories namely Andaman & Nicobar Islands, Dadra and Nagar Haveli, Goa, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Maharashtra, Manipur, Mizoram and Punjab. The Union Territory of J&K has also adopted it and successfully implemented in the entire UT.
The benefits of this project are the reduction of land disputes, check on fraudulent transactions; reduced process, time of document registration at Sub Registrar level, presentation for document registration anywhere within concurrent jurisdiction is possible; SMS and email enabled alerts related to transactions on a property, a dashboard for senior authorities for monitoring the outcomes and analyzing the performance or challenges faced by SROs; data shared and used by important government authorities/stakeholders like the Revenue Department (Income Tax) with a data policy and standards in place; and external system integrations can be provided as required (i.e. eSign, eKYC, Payment Gateways, PAN Verification, ROR to fetch party names for data standardization).
NGDRS software is expected to improve the ranking of the country in ease of doing business in a world level forum and provide ease of living to the people. The National Generic Document Registration System (NGDRS) facilitates citizens to register their documents with a Registering Officer for the purpose of conservation of evidence, assurance of title, publicity of documents and prevention of fraud. The system is web enabled, generic and configurable and deployed as state specific instance.
Major modules of the system include Configuration management, user management, Administration, Public data entry, Time slot booking, Property valuation, Stamp duty and Registration fee calculation, Document registration, Case monitoring, Document search and Dashboard. Work flow management for document registration process include document entry by citizens, property valuation and stamp duty calculation, appointment for registration, scrutiny/ verification at Sub Registrar Office (SRO), payment acceptance, capturing photo and thumb impression, generation of registration certificate and scanning, uploading and monitoring registered documents.

The stamp duty is being collected electronically since 18 th September 2020 across the Union
Territory of J&K, through Stock Holding Corporation of India Limited (SHCIL), which is a
registered corporate stock broker, providing safe and reliable services to all institutions and
retail clients across length and breadth of the country. It
It is an online platform - Government Receipt Accounting System (GRAS) portal for easy payment of government receipts from anywhere without visiting to treasuries or banks. The various stakeholders of the application are tax payers like citizens/ firms, Virtual Treasury/ Cyber Treasury, tax assessing departments, Drawing and Disbursing Officers (DDOs)/ tax collecting officers, Agency, Banks like J&K Bank and RBI and Accountant General for preparation of final accounts. The registration department has adopted this application for collection of registration fee. It has replaced the manual system of collection of registration fee, which was very insecure and unsafe system. It is integrated with NGDRS portal for locking the e- registration challan automatically. It is fully protected, transparent easily monitorable besides being citizen friendly reform.
The GRAS portal is accessible by logging onto www.jkgrastreasury.gov.in A user can generate e- Challan through this portal and deposit the registration fee either through internet banking service available 24X7 or over the counter in any branch of the J&K Bank.
