Inspector General of Registration (IGR), J&K is the major Head of the department and exercises general superintendence over all the registration offices across the Union Territory of J&K under Registration Act 1908. The IGR is assisted by Head Quarter Assistant who is of the rank of Tehsildar, Tehsildar/ Programme Manager and Associate Law Officer. The Act provides a wide range of powers to IGR. (1) IGR has power to make rules from time to time consistent with this Act- (a) providing for the safe custody of books, papers and documents, providing the manner in which and the safeguards subject to which the books may be kept in computer floppies or diskettes or in any other electronic form under sub-section (1) of section 16A;] (b) declaring what language shall be deemed to be commonly used in each district; (c) declaring what territorial divisions shall be recognized under section 21; (d) regulating the amount of fines imposed under sections 25 and 34, respectively; (e) regulating the exercise of the discretion reposed in the registering officer by section 63; (f) regulating the form in which registering officers are to make memoranda of documents; (g) regulating the authentication by Registrars and Sub-Registrars of the books kept in their respective offices under section 51; regulating the manner in which the instruments referred to in sub-section (2) of section 88 may be presented for registration; (h) declaring the particulars to be contained in Indexes Nos. I, II, III and IV, respectively; (i) declaring the holidays that shall be observed in the registration offices; and (j) generally, regulating the proceedings of the Registrars and Sub-Registrars. (2) The rules so made shall be submitted to the State Government/UT Government for approval, and, after the approval, the IGR shall publish them in the Official Gazette.

Additional Inspector General of Registration (AIGR) is the divisional head of the Department entrusted with the overall responsibility of inspection and superintendence of Registrar and Sub Registrar offices in his/her province.
Registrar is the district head of Registration department. The powers of Registrar are defined under section 68 of Registration Act, 1908. He has the power to superintend and control Sub-Registrars. The Sub-Registrars perform their duties under the superintendence and control of the Registrar in whose district the office of such Sub-Registrar is situated. Every Registrar has the authority to issue (whether on complaint or otherwise) any order consistent with this Act which he considers necessary in respect of any Act or omission of any Sub Registrar subordinate to him or in respect of the rectification of any error regarding the book or the office in which any document has been registered. Besides superintendence of Sub Registrars, the Registrars are appellant authority to hear and dispose the cases where a Sub-Registrar refuses to register any document on the grounds prescribed under laws. Such person, whose document has been refused to register, can file an appeal before the concerned Registrar, to whom such Sub-Registrar is subordinate, within thirty days after the making of the order of refusal. But no appeal lies if the order of refusal is passed by the Registrar. After the making of the order of refusal by Registrar, any person claiming under such document, or his representative, assign or agent, may, within thirty days, institute a civil suit in the Civil Court, within the local limits of whose original jurisdiction is situate the office in which the document is sought to be registered under section 77 of Registration Act, 1908. The Registrar is of Additional Secretary level from JKAS. There are 20 Registrars in J&K, who are exercising their powers as Registrars.
The Sub Registrar is actually the registering authority in the sub division, who is a Deputy Secretary level officer. There are 86 officers functioning as Sub Registrars.
